A felt flap disc contains no abrasive. Like a foam or a cotton disc, it carries the compound and holds it against the part. Its flap shape lets it reach reliefs that a solid disc does not touch.

Why flaps rather than a solid disc
A solid felt disc works flat. On a profiled part, it only touches the high points.
Flaps spread and bend on contact: they get into a fillet, follow a groove and polish an edge without rounding it. It is the solution for polishing a part that is not flat.
One compound per disc
Felt retains compound grains even after cleaning. Reusing a disc that served for cutting for final buffing brings those grains back onto an already polished surface and scratches it, often invisibly in the workshop.
One disc per compound, labelled and stored separately: it is cheaper than starting a part again.
